A flooded basement is its own kind of water damage problem. Water pools instead of draining away, it often sits for hours before anyone notices, and by the time you’re standing at the top of the stairs looking down, you’re usually dealing with a category of water you can’t identify just by looking at it. Here’s the order of operations that actually matters.
First: figure out where the water is coming from
Before doing anything else, work out the source, because it changes everything about how you respond.
- A pipe or appliance inside the house (water heater, washing machine, a supply line): this is usually clean or lightly contaminated water. Shut off the water main if you can reach it safely, or shut off the fixture’s local valve if you know where it is.
- Groundwater or a sump pump failure: this is typically clean water pushed up through the floor or foundation during sustained rain. You can’t shut this off, but you can address the sump pump if the failure is fixable (a tripped breaker, a stuck float switch).
- A sewer backup: this is the one that changes your safety plan entirely. If water is coming up through a floor drain, a toilet, or a basement bathroom fixture rather than pooling from the walls or floor slab, treat it as contaminated Category 3 water and stay out of the room. If it’s safe: cut power to the basement
Water and electricity in a below-grade space is a real hazard, and basements often have outlets, water heaters, furnaces, or electrical panels at or near floor level. If the water hasn’t reached your electrical panel and you can reach the breaker safely without stepping into water, shut off power to the basement circuits. If the panel itself is wet, or reaching it means walking through standing water, don’t attempt it — leave power on or off as it already is and wait for a professional.
Don’t start pumping water out yourself if the flood is substantial
It’s a natural instinct to grab a wet/dry vac or a sump pump and start removing water immediately, and for a small amount of water that’s reasonable. But for a flood of any real depth, pumping water out too fast can cause its own damage: rapid changes in pressure around a foundation that’s been saturated can, in some soil conditions, cause hydrostatic pressure issues or slab movement. Professional extraction manages that pressure differential with the right equipment. If you’re dealing with more than an inch or two of standing water, this is where a call makes sense rather than a DIY attempt.
Move what you can, but don’t risk yourself doing it
Get irreplaceable items — documents, electronics, sentimental items stored in the basement — up out of the water if you can do so without wading through anything deep or getting near an energized outlet. Don’t lift heavy waterlogged boxes alone, and don’t spend more than a few minutes on this before stepping back and waiting for help; the goal is minimizing loss, not preventing all of it single-handedly.
Document before anything gets moved or dried
Photograph the standing water, the water line on the walls, and anything damaged — before you start removing items or before a restoration crew starts extraction. This becomes the basis of your insurance claim, and it’s much easier to document a flooded basement clearly than to reconstruct what it looked like after the fact.
Why basements flood in Clark County and the Portland metro
Below-grade spaces flood here for a few recurring reasons. Homes north of Vancouver’s Fourth Plain corridor and in newer subdivisions across the metro often have finished basements with sump pumps — when the pump fails or the power goes out during a storm, water that the system was designed to handle backs up instead. Older homes with unfinished basements or crawl spaces, more common in central Vancouver, Portland’s close-in neighborhoods, and river- or creek-adjacent cities like Milwaukie and Tualatin, are more prone to groundwater intrusion through foundation cracks or aging drainage during sustained Pacific Northwest winter rain. Neither is a sign that something was done wrong — it’s a routine consequence of below-grade construction in a wet climate, and the fix afterward is about drying it correctly, not assigning blame.
When to call
Call as soon as you’ve assessed the source and it’s safe to do so — before you start moving furniture, before you start drying anything yourself, and especially before disturbing anything if there’s any chance the water is contaminated.
