Why sewage cleanup starts more expensive than a clean-water job
Any water intrusion from a sewer backup or septic failure is classified as Category 3 — grossly contaminated water — under IICRC S500/S540 standards, regardless of how much water is actually involved. That classification is what drives cost from the start. A clean-water leak lets a tech save carpet, dry drywall in place, and salvage some contents. A Category 3 event doesn’t allow any of that: porous materials that contact sewage generally can’t be cleaned to a safe standard and have to be removed, full stop. So a modest sewage backup that only wets a few square feet of flooring can still cost more than a larger clean-water leak, because removal-and-rebuild work is priced differently than dry-and-save work.

Standing sewage is extracted with dedicated equipment and disposed of according to biohazard protocols, separate from how clean water is handled. This step scales with the volume involved but carries a higher per-gallon cost than clean-water extraction because of the handling requirements.
Removal of contaminated materials

Disinfection and antimicrobial treatment
Hard surfaces that can be saved — concrete, tile, sealed subfloor — get cleaned, disinfected, and treated before drying equipment goes in. Skipping this step is how a sewage job turns into a mold job weeks later.
Structural drying
Once contaminated materials are out and surfaces are treated, drying runs the same as any water job — industrial dehumidifiers and air movers until moisture content meets IICRC S500 standards.
Rebuild
New flooring, baseboards, drywall, and paint replace what was removed, matched to existing finishes. On a basement finish loss, rebuild is often the largest single cost after removal.
Sewer backup vs. septic failure — different cost drivers
A municipal sewer backup and a septic system failure are cleaned up the same way on the restoration side — both are Category 3 — but the underlying cause changes what happens outside the restoration scope. A sewer backup usually needs a plumber to clear the line or address a root intrusion; that’s typically a smaller, separate cost. A septic overflow means the septic system itself needs repair or pumping, which is its own line item outside the restoration invoice and is generally not something homeowner’s insurance covers, since septic system failure is treated as a maintenance issue on most policies.
The insurance reality for Washington and Oregon homeowners
Sudden sewer backup — the line clogs or backs up unexpectedly and sends sewage into your home — is often covered, but frequently only with a specific sewer backup endorsement added to the policy rather than as part of standard coverage. Some carriers include it by default; many don’t, and cap it at a modest sublimit when they do. It’s worth checking your declarations page for a line item that specifically mentions sewer or drain backup before assuming it’s covered.
Septic system failure is a different category. The system itself — the tank, the drain field, the pump — is generally excluded as a maintenance item, similar to how a water heater’s own failure isn’t covered even when the water damage it caused is. What’s often covered is the resulting cleanup and rebuild once the failure is confirmed sudden and accidental, not the septic repair itself.
